Description/Significance
In March of 2000, Phase Three construction of the Western Interchange, the largest and most complex of the four phases was awarded to Sargent Corporation for $12.7 million dollars. This project, which encompassed over 43 acres, included the construction of a trumpet intersection, three overpass bridges, a bridge widening over a river, a recreation trail, wetlands mitigation construction, storm drainage, construction of sanitary sewer and water lines, paving, signage and traffic signals. This project embraced about every imaginable facet of highway and utility construction. The project team faced many challenges, including, environmental concerns, tough site terrain conditions, local and commuter traffic congestion, unusually extreme weather conditions and public relations.
Detailed schedules were developed to sequence and coordinate the many construction aspects of this many faceted project. Site work, utility and bridge crews all were strategically scheduled to allow all to work in harmony, while still allowing the Towns businesses to operate and facilitate the heavy commuter and commercial traffic. Safe passage of the traveling public and local residents was of paramount importance. Temporary detours were constructed and traffic rolled smoothly with the able assistance of the Towns police directing traffic at major intersections and at construction operations.
Sargent’s project was the first of the three phases to be substantially completed in the fall of 2001 on schedule. In June and July 2002, Sargent completed their project on time and within the NHDOT Project budget by the final tie-ins and the completion of the other two phases. The official ribbon cutting and opening of the Hillsborough Bypass occurred in August 2002.
